the willing co-operation which I received from the house-holders
to whom I have referred, and it is clear that the success or
failure of any attempts to extend the system over the rest of
the City will be equally dependent upon the attitude of the
more prominent Chinese inhabitants in the different Districts.
After consultation, therefore, with representative Chinese
gentlemen I am satisfied that the institution of a small
decoration, in the shape of a suitably inscribed medal, to be
given to the more meritorious of the Members of the Committees
who may in future assist the Government and the Sanitary Board,
will have a good effect in stimulating their energies and in-
troducing a spirit of healthy and friendly rivalry in the
public interest, by showing the Chinese that their services
in so important a work are valuable to and appreciated by the
Government.

I attach drawings, which have been kindly
executed by hr. Fisher, Executive Engineer in the Public Works
Department, of two classes of medals for future distribution.
Those of the class marked 'A' are intended to be granted to
liebers of the local Committees who have specially distinguished
themselves by their zeal and good service, and should be per-
manently retained by the holders. Those of the 'B' class are
intended for all Members of the local Committees during their
term of service only, and to be handed back to the Government
for distribution to their successors.

If you approve of the suggestion I have
to request your authority to instruct the Crown Agents to have
the medals struck in England. In this Colony their cost is
roughly
